In their ineffectiveness, they did send a message of deterence. They did show that we as a nation are serious about upholding certain norms and that we won't tolerate anyone trying to run rough shod over us in their quest to hold on to power. There's also a second method to their madness here: it's driven a clear wedge between the Republicans in Congress and their base. Some have shown the courage to break with the base, while others clearly showed how big of cowards they are.
